I’ve found wearing (or similar to) the aerostitch windproof inner shell, triple digit rain covers and frogg togg bottoms under the ”waterproof” gear is the only thing(s) that really work. Limited to no zippers for entry, a straight overall shell and overall lower cost $$. If/when water breaks...

Tony, what about Cycle Gear? ~I'm not in that area, so absolutely no help. However, IF there's a cycle gear shop, they should have the tire and can usually mount/balance. You just have to remove the wheel(s). Good luck!
