Does not make sense. If it was 13.3 volts and just clicked, then adding jumper cables should not change anything as 13.3 is plenty. May be something intermittent like the relay.
I'm assuming the battery is good, being new, also assuming clean and tight connections.

The replacement ignition switch has a piece of yellow tape on the harness next to the plug. If you lift the tank and look at the ignition switch harness and you see yellow tape on it, then it has been replaced.
It sounds like dirty contacts inside the ignition switch. I had this happen. The bike will crank but not start. When this happens check for a fault code 19 to be displayed on gage. I think you will see it while cranking and no start. Once it starts code goes away. You should check the fault code...
Yeah, it's hard to tell when listening to video if the noise is a cylinder firing like when flooded or a metal-to-metal noise. Although it sounds more like a flooded engine to me.

Go WOT while cranking. That will clear it out and allow it to start. It may take several attempts and that's ok just make sure it is WOT while cranking.

Yes what Ross said. It has the yellow tape on plug end. Also the recall switch came with new screws that once installed the head brakes off leaving the tamper proof ones you see now.
