There is a HAZARD fuse in the fuse box which powers the flashers, whether hazard lights or turn signals. There's a strip with 3 fuses on the outside of the main fuse box, and it's the center one of those three. The relay for the turn signals/hazards is up under the nose cowl, behind the instrument panel. If you take the nose off, stand in front of the bike facing the bike, it's the second one from the left, right by the main panel connector, and not covered by the cable to the panel connector.
