I agree the evidence says the cutoff relay is doing its job. Its function (page 8-15) is to allow the engine to crank if the trans is in neutral, OR it can be in gear if the clutch lever is pulled in and the side stand is up. I don't believe it controls fuel at all. There's an air temperature...
