Went to the hardware store and bought a longer bolt that allowed me to physically reach/screw into the base/bottom of the spring and pulled it back to the bottom of the the Shock-Tube. After that removed extra long bolt and reinstalled the original bolt; torqued it to specs and put the recommended number of ounces of fork oil back in both shocks.
