Handle bar question about risers and bolts

My pre owned 2016 FJR came with bar risers installed by the previous owner. The cover plates for the bars were fastened not with the small 2.5 mm OEM hex head bolts but with silicone adhesive. I got them off using Goo Gone to loosen the adhesive only to find out that the OEM adjustment bolt and the OEM threaded adjustment bracket have been replaced making it seemingly impossible to fasten the cover plates with the 2.5 mm bolts. Is there some way to keep the risers and use the OEM bolt and handlebar bracket? That would allow me to keep the risers and not use silicone adhesive to fasten the cover plates.

The adjuster bar bracket is Yamaha P/N 1MC-26169-00-00

They installed it all backwards. The conventional bolt should be installed from the top and it is drilled and tapped for the cover screw. Flip it over and if it is not drilled and tapped already then diy

Yep, that seems logical. (That is how my GenMar risers were done.) Possible that these are knockoffs without the drilled/tapped bolt but shouldn't be too hard to do if you have a drill press and a set of taps - assuming that the bolt aligns precisely with the hole in the cover.
