How do you precisely measure engine vacuum?

Unless the tuner knows the whats and whys for changing the factory setting for #3 I would suggest they leave it be.</p><p></p><p>Please supply the Gen II FSM page that says to adjust #3 to 250mm HG 'cause I couldn't find it.
