Nope, it was closed about halfway (just past the weeping wall). By that elevation I was almost in the clouds anyway. Actually it was kind of nice because there wasn't a lot of traffic and I could pull out anywhere I wanted to.

Doesn't matter the color. In Oregon anyway, only emergency vehicles or vehicles allowed to have flashing warning lights (mail carrier, tow truck, medical examiner, etc) can have flashing lights. Headlights must be steady burning except if modulated (which is NOT the same as flashing).
