Depends.
You take a high pressure washer to your bike and linger on the turn signals and blow water by the seals on a regular basis....probably not so much.
You regularly take your bike in for dealer service or do it yourself with careful attention to detail and it seems a mystery why water would be getting by a set of fairly robust seals......very probably. At least they could look at them.
From memory the few times people's turn signals had condensation were somebody servicing themself and putting them back in cock-eyed, somebody who left their bike out under sprinklers and rain for a season, and a dealer that hosed up a service.
