While you have the plug boot off the wire, use a volt / ohm meter to check the resistance in the boot. There is a resister in the boot...

See the post above about removing the boot. After liftint the edges, you may have to do a little prying and adding silicone spray lube...

Pry up the edges of the boot with a flat bladed screwdriver. Rather than a penetrant, I would use a bit of spray silicone lube...

You can probably pry up the edge of the cap enough to spray a shot of penetrant in there then try to pull it straight up with a twisting...

I'll add to the list - although changing plugs is not really necessary, you should pull them and spray some sort of lube (fogging spray)...
