There should be some way to rig up a suicide shift on the thing. Give it a try and let us know how it goes.

Any idea if this metal can be welded? If so that's not a hard repair. I'm guessing it can't be.
Can the bolt at the 2-o-clock position be replaced with a longer bolt or will that hit something behind it? A more permanent repair might be to fabricate a small mounting plate that reaches behind the actuator, using more than one bolt hole for additional strength.
