Factory Rack Hardware gen III- Need Help

Its been so long since I used my factory plastic rack that I cant remember what it came with. I have the rack and five bolts. Were there spacers or washers that are supposed to be used? The two forward bolts that are under the seat are only as big as the forward holes in the rack. Something isnt right.

Its a bad idea to throw your barkbusters in with your seat and rack stuff. As long as everything has its own shelf, these questions never come up. I found the thimbles. Thanks for the help.
