I am the "Joe" guy - and the doctor is wrong.
I googled him - his degree is experimental psychology, a little too far removed from anatomy to know the difference I suppose.

Cervical refers to the vertebrae in the neck as in the cervical part of the spine, versus the lumbar or sacroilliac. A cervical implant is a replacement for a spinal disk in the neck.
